Rules Established for Airwaves Auction: Federal regulators acted to enhance the launching of advanced wireless communications services. Under orders from Congress, the Federal Communications Commission will require companies to pay for licenses to use the publicly owned radio spectrum. The licenses in the past have been given away free, allotted by lottery. The government has estimated that the companies bidding for the potentially lucrative licenses could pay as much as $10.2 billion. The proceeds would be earmarked for helping to reduce the federal government’s gaping budget deficit.
