U.S.-Germany Deal Protested: The United States has sealed a controversial telecommunications deal with Germany that lifted U.S. sanctions but prompted the European Union to initiate proceedings against Bonn, officials said. The trade officials could recall no case of a member state breaking with European ranks over commerce. While word of a possible deal first surfaced last summer, its formal execution caught some European officials short.
