Business Inventories Hold Steady: Inventories were all but unchanged in January, while sales--due to a weather-related decline in retail spending--dipped for the first time in six months as 1994 began, the government said. There were few surprises in the Commerce Department report showing stocks held on shelves and back lots totaled a seasonally adjusted $872.9 billion, virtually unchanged from December.
