Powerine Oil Co. to Pay $104,315 in EPA Case: The U.S. Environmental Protection Agency said the company will pay that amount to settle alleged violations of the federal Clean Air Act at its Santa Fe Springs refinery. Part of the act requires refineries to install and operate continuous emissions monitoring systems at sulfur recovery plants by Oct. 2, 1991, an EPA spokeswoman said, and Powerine installed it in April 1993. In a civil complaint, the agency alleged that Powerine also failed to submit semiannual reports or to operate and maintain its refinery in a manner consistent with good air-pollution control practices.
