South Africa appointed two men to administer the Ciskei homeland Wednesday and sent troops to the region’s frontier as former military ruler Oupa Gqozo packed to leave.

Ciskei became the second nominally independent apartheid homeland in two weeks to collapse in the face of strikes and civil service protests when Gqozo resigned suddenly Tuesday and asked for South Africa’s help.

A Transitional Executive Council spokesman said Gqozo’s entire government had been dismissed. He said administrators appointed by the multi-party transitional council, which is overseeing preparations for South Africa’s first all-race elections April 26-28, will meet homeland officials today to finalize the takeover of power.
