WANTED MAN: Authorities trying to prosecute an Encino attorney on murder charges in connection with deliberate traffic accidents got a big break: Houston police nabbed a man sought as the suspected “capper,” the long-sought link between the attorney and ring members who positioned their cars to be hit by trucks on the Golden State Freeway for insurance payments (B1).

BAD BREAKS: Valley business owners have had a run of bad luck lately. First the quake, and now a rash of armed robberies--more than half of them aimed at dry cleaners (B1). . . .
