WESTMINSTER : Alternate Named to Disciplinary Panel

The City Council has appointed an alternate member to an advisory citizen panel that reviews disciplinary actions against employees.

John McShane was selected last week to fill in for Wanda Bell, who will not be able to attend Merit System Commission hearings this month. The other commission members are Anji D. Clemens and Randy Hill.

The commission members are chosen from among educators, the clergy and the public. Bell, appointed recently following the resignation of Earl French, is the public representative. Clemens, an assistant principal at Westminster High School, represents educators, and Hill, pastor of the First Nazarene Church, represents the clergy.

The Merit System Commission reviews disciplinary actions against employees and may conduct public hearings on appeals from suspension, dismissal or demotion. They submit their findings to the council, which has the final say on employee-related matters, short of an appeal to the courts.
