A summary of selected City Hall actions this past week affecting Central Los Angeles. : CITY COUNCIL

* CHILD-CARE FACILITY: Authorized the Community Redevelopment Agency to provide a loan, not to exceed $250,000, to the FAME Gardens Limited Partnership to restore the Veatch residence at 3750 W. 27th St. for use as a care facility for about 50 children. The project is part of an 81-unit affordable housing complex being developed by a group connected with the First AME Church.

* HOUSING REHAB: Authorized the Housing Department to issue a $1-million loan to Comunidad Cambria, a nonprofit developer, to renovate the property at 738 S. Union Ave. The restoration will include retrofitting the building’s 68 units into 34 larger units, replacing electrical and plumbing systems and adding a fire safety system.

* HOUSING LOAN: Authorized the Community Redevelopment Agency to increase by $200,000 a loan to STL Properties Ltd. for the development of 18 apartments at 832-838 S. Lake St. The additional funding brings the loan total to $1.1 million for the MacArthur Park-area housing project, which will be known as Fumbah Manor.

* REWARD OFFERED: Approved offering a $25,000 reward for information leading to the arrest and conviction of the person or people responsible for the murder of 12-year-old Ernesto Escobedo, who was shot and killed April 17 while walking with his family on 54th Street near Budlong Avenue. Police believe the shot was fired from inside a home.

* STREET CLEANUP: Approved the use of $500 from the city’s General Purpose Fund to partially sponsor the Slauson Swapmeet’s graffiti removal and street cleanup on May 21 in the area bounded by Western, Vermont, Florence and Vernon avenues.

* BIKE DAY: Approved a resolution declaring May 19 as Bike Day L.A., which is designed to encourage businesses in the city to develop programs that will promote riding bikes to work.

* STREET CLOSURE: Approved the closure of Hope Street between 1st and Temple streets on May 31 through June 3 from 9 a.m. to 12:30 p.m. for the Blue Ribbon Children’s Festival at the Music Center.

* DOWNTOWN DASH: Authorized the Department of Transportation to grant a three-year, $9.6-million contract to ATE Management and Services Inc. for Downtown DASH bus services. Passed 11-4. Voting yes: Jackie Goldberg, Mike Hernandez, Nate Holden, Mark Ridley-Thomas, Rudy Svorinich Jr. and Rita Walters. Voting no: Richard Alatorre.
