WORLD IN BRIEF : BOSNIA : U.N. Talks Founder as Serbs Drag Feet

The United Nations postponed Bosnian peace talks in Geneva after Serbs reneged on their promise to withdraw forces from around a Muslim enclave. The Bosnian Serbs promised more than a month ago to get their troops out of a 1.9-mile zone around the eastern town of Gorazde. U.N. observers say 150 to 200 armed Serbs are still there, having swapped military garb for police officer’s uniforms. A U.N. envoy said negotiations will start only after a Serb withdrawal.
