Club owners will begin three days of meetings in Cincinnati tonight, with the election of a new American League president and discussions of a salary-cap proposal topping the agenda.

Gene Budig, chancellor of the University of Kansas, is the choice to replace Bobby Brown as AL president.

The labor situation is expected to dominate the session. Richard Ravitch, management’s negotiator, is seeking permission to present a salary-cap proposal to the players’ association, which is considering whether to strike during the second half of the season.

The Chicago Cubs placed pitcher Mike Morgan (0-7, 7.75 ERA) on the 15-day disabled list so he can attend to personal matters. . . . Florida Marlin pitcher Luis Aquino was placed on the 15-day disabled list because of a broken little toe on his right foot. . . . Reliever Tim Scott was placed on the 15-day disabled list by the Montreal Expos because of tendinitis in his right elbow.
