IBM Can File Motion Seeking End of Decree: The federal judge overseeing International Business Machines Corp.’s efforts to end a 1956 consent decree said IBM can file a motion seeking to have the decree terminated. The decree forces IBM to operate its computer services as a separate subsidiary. The company said the decree makes it harder for it to compete, forcing the computer services business to pay IBM’s product units full price for equipment and software it purchases for resale to customers.
