Smoking Debate Reaches Ballot

A smoking measure sponsored by the Philip Morris tobacco company will be on California’s Nov. 8 election ballot, state election officials said. Acting Secretary of State Tony Miller said the measure had well over the required 384,974 voter signatures to qualify for the ballot. The initiative would create statewide smoking regulations but preempt tougher, local anti-smoking laws. Health groups have accused backers of misleading voters.
