Former Salomon Trader Fined, Barred: Paul Mozer, who played a central role in a 1991 Treasury bond bidding scandal and pleaded guilty earlier this year to criminal charges, was fined and barred from the securities industry for life, regulators said. The penalties resolve a Securities and Exchange Commission civil investigation of Mozer, a former managing director of Salomon Bros. of New York. The complaint charged that Mozer improperly exercised stock options allowing him to sell 46,000 shares he owned in Salomon while he possessed important confidential information about the company.
