It was an easy night for veteran Jim Kelly and a rough night for rookie Heath Shuler.

Kelly, who had been bothered by tendinitis in his throwing shoulder, completed nine of 12 passes, including his first seven, as the Buffalo Bills went on to beat the Washington Redskins, 13-11, at Orchard Park, N.Y.

Shuler, the No. 3 pick in this year’s draft, did not practice with the Redskins until Wednesday because of a contract holdout. Playing the second quarter, he completed four of 10 passes for 47 yards.

Mark Vlasic, whose only preseason pass was intercepted, was among five players waived by the Tampa Bay Buccaneers. . . . Indianapolis Coach Ted Marchibroda said that rookie linebacker Trev Alberts will not require surgery on his dislocated right elbow. Alberts will be in a cast 10 days and is expected to be out four weeks. . . . Dolphin right tackle Ron Heller has been accused of slapping a security worker before Miami’s game with Pittsburgh on Saturday. Heller denies hitting Edwin Mendez in a dispute over a parking space in the players’ lot at Joe Robbie Stadium.
