PALOS VERDES ESTATES : Council Rejects Plea to Retain Landscaping
A former City Council candidate who has been fighting to save boulders and trees outside his home since 1992 lost his final appeal to the council Tuesday night.
The council unanimously reaffirmed its decision that Massoud JavaDiZadeh’s landscaping, located in a public right of way, violates city codes. City Manager James Hendrickson said the landscaping could be removed within one week.
JavaDiZadeh said the boulders and magnolia trees, which are not on the city’s list of approved plants for his street, should be approved because the city code does not specifically address the placement of boulders. He also noted that banned trees stand outside the homes of other city residents, including council members.
But City Atty. Stephanie Scher said the code specifically addresses the placement of rocks, bricks and other materials. City officials added that because of limited resources the city only pursues egregious code violations or existing violations once homeowners request building permits. Massoud first sought a permit in February, 1992.
