The United States and European nations are drafting a U.N. resolution to ease sanctions against Yugoslavia in return for its cutoff of non-humanitarian aid to Bosnian Serbs. Speaking on condition of anonymity, diplomats said Friday that the sanctions could be relaxed because the Yugoslav government agreed to the stationing of foreign civilian monitors along its border with Serb-controlled parts of Bosnia. Likely first steps would include reopening the airport in Belgrade to international flights and international sports and cultural contacts.
