FCC Sets Date for Phone Auction: Federal regulators said they will auction the first batch of licenses in December for a new phone service providing a single number for home, work or anywhere else. Ninety-nine licenses will be put on the block beginning Dec. 5, the Federal Communications Commission said. The announcement dispelled concern among some potential bidders that the auction could end up being put off until early next year. The licenses, which will allow companies to provide a mobile telephone service that is supposed to be cheaper and more mobile than existing cellular service, will cover 51 geographic areas, including Los Angeles-San Diego.
