Oxnard Man Sentenced in Killing of Alleged Accomplice

A convicted Oxnard murderer was sentenced Thursday to 19 years to life for slaying an alleged accomplice after a grocery-store robbery, and another 11 years for the holdup.

A Ventura County Superior Court jury convicted Hector Garcia, 23, of second-degree murder and robbery for the Sept. 19 holdup of an Oxnard grocery story and the subsequent shooting death of Michael Wayne Mansir, 24, an alleged accomplice in the robbery, which netted $187,000.

Before Judge Charles R. McGrath handed down his sentence Thursday, Garcia complained about being the only one convicted in the case.

Mansir was shot after someone held Garcia’s wife and small daughter against their will at Mansir’s Mandalay Bay home hours before the shooting, Garcia said.

“I’m not going to sit here and ask that my sentence get any less. That’s the last thing on my mind,” Garcia told McGrath. “I just want to know why no one was convicted or charged in my wife and daughter’s kidnaping.”

McGrath did not address Garcia’s question during sentencing, prompting the defendant to ask the judge about the matter again before he was led back to jail.

“It’s interesting that that’s your concern,” McGrath snapped.

“Maybe to you,” Garcia shot back and promised, “I’ll deal with it my way.”

Jeffrey Mansir, the victim’s 31-year-old brother, said he was not surprised by Garcia’s testy court statements.

“It bothers me, but that is in sync with Hector’s personality,” Mansir said outside court. “For him to sit there and take his punishment would have been totally out of character for Hector.”

Deputy Dist. Atty. James D. Ellison denied that Garcia’s wife and daughter had been kidnaped. He said Garcia was placing blame for his violent actions on others.
