The war on drugs moved underwater after Colombian security forces said Wednesday that they had seized a radar-guided, mini-submarine capable of smuggling three tons of narcotics out to sea.

Gen. Rodolfo Torrado Quintero, commander of the army’s 1st Division, said the sea-blue submarine was the second to be found in less than a year and appeared to be part of a new flotilla of drug vessels.
