What: As part of ongoing efforts to reduce the threat of fire in Laguna Beach, the City Council will select a biological consultant to identify sensitive plants in areas where the Fire Department wants to create fuel breaks. The plan has upset some residents who are demanding the city be cautious about which plants are uprooted, especially in south Laguna, where much of the work will be done.
