CAMARILLO : Low-Interest Loans Offered to Buy Lots

In an effort to help very low-income tenants of an east Camarillo mobile-home park buy the lots beneath their coaches, the Camarillo City Council agreed Wednesday to provide low-interest loans.

The city and the Ventura County Area Housing Authority will distribute about a dozen loans with 3% interest to residents of the Rancho Adolfo Mobile Estates park at 1055 Adolfo Road.

The money, totaling nearly $500,000, is from the state-funded Mobilehome Park Resident Ownership Program.

Dave Roddick, a housing authority director, said the loans will range from $57,000 to $64,000. He said the dozen residents who have asked about getting the loans must now formally apply. Their incomes and assets will determine whether they qualify.

Roddick said the state program is funded by mobile-home park residents across the state. Each month, the residents pay a small portion of their rents into a pool. The money is then lent to mobile-home park residents who want to buy their lots.

For 82-year-old Paul Kliebert, a six-year resident of the Camarillo park, the loan will mean freedom from rent increases and other landlord-tenant problems.

“This isn’t a handout. We have to pay it all back,” Kliebert said. “But for those of us on fixed incomes, it’s going to be a blessing.”

Officials said applicants should receive their loans by early next year.
