Two of President Clinton’s top aides, Robert E. Rubin and Carol Rasco, will lead the effort next year for health care reform, Rubin said Friday.

Rubin heads the White House National Economic Council and Rasco is domestic policy adviser.

First Lady Hillary Rodham Clinton and Ira Magaziner, architects of this year’s failed reform bid, will continue to play important roles in strategy, policy and public relations on health care, Rubin said.

But Rubin said the reform effort would be moved to a “regular policy process” now that much of the foundation for health care reform has been established by the First Lady and Magaziner.

Rubin said plans for reviving health care reform next year were in the early stages, but that meetings were already being held to consider the most sensible approach.
