FAIR TRADE: Valley congressmen split in Tuesday’s vote (A1) over the General Agreement on Tariffs and Trade, but not along party lines. Democrats Anthony C. Beilenson and Howard L. Berman voted for it, but Henry A. Waxman voted no. . . . Republicans Elton Gallegly and Carlos J. Moorhead gave thumbs-down, but Howard P. (Buck) McKeon voted yes.

A CHILD’S WISH: Ivy Chang’s artwork will help thousands of underprivileged children in countries around the world, but the 6-year-old from Studio City doesn’t think that her new-found fame is a big deal. As a winner of UNICEF’s annual greeting card contest, Ivy, above, will be honored at the United Nations today (B2). . . . The card shows Ivy and two friends riding a white dove in the night sky.

MOVING DAY: They are familiar fixtures on the Cal State Northridge campus, but the first batch of portable classrooms are on their way out. Some 350 trailers were spread over a dozen “villages” after the Northridge earthquake damaged buildings. . . . If repairs go as planned, the Lindley Village will be dismantled in February.

TIME EXPIRED: After more than 3,500 City Council meetings over nearly 20 years, outgoing Councilman Zev Yaroslavsky, a newly elected county supervisor, attended his last council session Tuesday (B1). His colleagues honored him with an old parking meter, a memorial to his fights over parking revenues. . . . “I learned more here than I would have at 10 universities,” he said.
