Former Thrift Manager Wins Appeal: The U.S. 9th Circuit Court of Appeals threw out an Office of Thrift Supervision order barring a former savings and loan president from the financial industry for life. The OTS imposed the ban after an administrative law judge said it had failed to prove its case.
