INS to Shift Work Card Issuance

WASHINGTON — The Immigration and Naturalization Service will centralize the issuance of work cards for immigrants in 1995, an agency official said Monday.
The work cards, issued pending hearings on immigration status, now are available through all 35 INS offices across the country.
But starting sometime next year, they will be issued by mail through the agency’s regional service centers. The district offices will still process the applications, but the cards will be issued by the service centers.
The change is to reduce the temptation for INS employees to take bribes, the New York Times reported Monday. Work cards for illegal immigrants can fetch $500 or more on the black market.
The immigration agency operates service centers in Dallas, Laguna Nigel; Lincoln, Neb., and Burlington, Vt.
