SPECIAL TO THE TIMES

The Westminster School District has adopted a resolution condemning plans to start a topless bar near two schools.

The board approved the resolution unanimously and without comment at its regular meeting Thursday night.

The board “is concerned about the safety of all children, since research indicates that areas with businesses such as this may cause increased crime, including sexual assault,” the resolution states.

The operators of Scamps, the proposed nightclub at 7000 Garden Grove Blvd., recently won a federal court order forcing the city to issue a temporary conditional-use permit for the business. The business is about 420 feet away from a preschool and two blocks away from Fryberger Elementary School, according to the resolution.

Kathy Kraisinger, who lives near the proposed club, emphasized that community members “are not against this type of business; we’re against its location near the school. It’s just ridiculous.”
