The United States and China are unlikely to reach agreement on protecting intellectual property from piracy in time to avert a possible trade war, and Washington will move ahead with sanctions, a U.S. official said Thursday.

“We will publish a final retaliation list on Saturday,” Deputy Trade Representative Charlene Barshefsky told a House international relations subcommittee. “I don’t believe an agreement will be reached by Saturday.”

The United States threatened to slap 100% tariffs on about $1-billion worth of imports from China if no accord on protecting copyrights, patents and trademarks from piracy is reached by Feb. 4. Talks ended last week without success, and an invitation to Chinese officials from U.S. Trade Representative Mickey Kantor to come to Washington has gone unanswered.
