Randall H. Holliday has been promoted from corporate counsel to general counsel and secretary of Xircom Inc., a Thousand Oaks producer of mobile networking systems for the personal computer market.
Before joining Xircom in 1993, he was with Pneumo Abex Corp., Johnson Controls Inc. and Manpower Inc. He is a former member of the U.S. Air Force Judge Advocate Corps.
* Lynda Fulford of Ventura has been elected president of the Public Information Communicators Assn., a group of Ventura County professionals in public relations, advertising, marketing and related fields.
Other members of the group’s new executive board are Janice Flippen of Camarillo, Denise Aiani, Bob Arlow, Mark Olson, Lee Riggan and Norm Rosenblum, all of Thousand Oaks, Barbara Page and Sandra Sanders of Ventura, and Naomi Finkle, of Westlake Village.
* Stephen D. Woodworth has been elected chairman of Development Services Group, a Thousand Oaks concern that provides advisory and fund-raising services to nonprofit institutions. He is president of Channel Islands Equities, an Oxnard investment banking firm.
* William G. Kiefer has been named top commercial real estate broker of 1994 in Grubb & Ellis Co.’s tri-counties district, which covers Ventura, Santa Barbara and San Luis Obispo counties.
A Grubb & Ellis broker since 1981, he was responsible for such transactions as the $5.5-million lease of space in Oxnard’s 1000 Town Center Drive building to Kinko’s Service Corp., and the $4-million lease of the same city’s Chevron building to GTE California.
Rounding out the district’s top five producers were James Duke Gloyd, Fred Ferro, Alex Woronovich and Stephen F. Doll.
* Joseph L. Seibold, a Westlake Village resident, has been promoted from vice president to senior vice president and Southwest regional manager of O’Brien-Kreitzberg & Associates Inc., a large Los Angeles-based construction management firm.
Since joining the company in 1982, he has been responsible for such projects as the L.A. County-USC Medical Center, the Port of L.A. Pier 300 container terminal project and the Ontario Airport terminal expansion.
