Pinkerton Security & Investigation Services, the Encino-based security services concern, said that Joseph L. Waggoner has been named managing director of its Los Angeles investigations office.

Waggoner, a retired FBI special agent, will direct background and claims investigations, undercover operations, personal protection, drug detection, due diligence, litigation support and other investigative services in the Los Angeles area.

* James H. Mast, a citrus grower based in Mesa, Ariz., has been elected chairman of the board of directors of Sunkist Growers Inc., a growers cooperative based in Sherman Oaks, the cooperative said. Russell L. Hanlin was reelected president.

Mast grows oranges, Minneolas and grapefruit in California, and lemons and grapefruit in Arizona. He is also manager of Mesa Citrus Growers and president of Allied Citrus Exchange.

Joining Mast on the 1995 executive committee as vice chairmen are Max L. Cardey of Riverside, David R. Smith of Lemoncove, and Donald B. Stark of Strathmore. The 1995 executives were elected at Sunkist’s annual meeting in Visalia last week.

* Anthony Feicco Jr. has resigned from his post as vice president of operations of IHOP Corp. to pursue other interests. The company is seeking a replacement.

IHOP Corp. is a Glendale restaurant concern. There are 620 International House of Pancakes restaurants in operation.
