23 Killed in Truck Plunge in Peru’s Andes

LIMA, Peru —
A water truck went off a cloud-shrouded mountain road in Peru’s northern Andes and tumbled nearly 2,000 feet down an abyss, killing 23 of its 24 passengers, authorities said Monday.
“It was traveling through clouds,” said Gilder Ramirez, acting hospital director in Otuzco, 310 miles north of Lima. Passengers were riding atop the water tank.
