Rather than build a conventional state university in Camarillo, we should instead build a world-class, high-tech university specializing in practical research that would be of immeasurable benefit to the economy and citizens of California.

The major objective of building this university is to restore the California economy to its former leading position. Pursuant to this goal, the university should specialize in applied research in the fields of biotechnology, high-tech electronics and communications, advanced transportation and manufacturing technology, and development of new energy sources.

The university should be built on a fast-track basis with the goal of starting classes within one year. The federal government should pick up a substantial portion of the costs since this university will be of immense benefit to the entire U. S. economy.
