Irvine-based Fluor Corp.’s Fluor Daniel Inc. unit said it has received a $100-million contract to design and build a chemicals plant in Singapore for Hoechst Celanese Chemical Group Inc. . . . Harley-Davidson Inc. in Milwaukee has asked the Federal Trade Commission to lift a 40-year-old rule that prohibits it from forcing dealers to sell only Harley motorcycles and parts. . . . San Bruno, Calif.-based Atkinson Co. said one of its units was awarded a $73.8-million contract to build a 42-megawatt hydroelectric power plant on the Ohio River in Belleville, W.Va. . . . RJR Nabisco Holdings Corp. said it plans to increase capital spending as much as 27% during 1995 from a year ago. . . . San Diego Gas & Electric Co. declared an increase in the quarterly dividend to 39 cents a share on the company’s common stock, up 2.6% from 38 cents, payable April 15 to shareholders of record on March 10.
