Westinghouse Electric Corp. said it will sell its Aptus Inc. hazardous-wastes unit to Rollins Environmental Services Inc. for $135 million in cash and securities, $25 million less than the price set in August. . . . J.C. Penney Co. increased its quarterly cash common-stock dividend by 14%, to 48 cents a share from 42 cents, payable May 1 to shareholders of record on April 10.
