Seabed Talks Stalled

KINGSTON, Jamaica —
The world’s industrialized nations want a bigger voice on the United Nations International Seabed Authority group’s 36-seat governing council, sources said Friday.
The demand has reportedly stalled the first working session of the 160-nation body.
