The Republican welfare reform plan scheduled for a House vote this week would hurt poor children and could push women to have abortions, Roman Catholic bishops warned Saturday.

The bishops denounced proposals to end cash assistance to the children of unwed mothers, to unmarried teen-age mothers and to legal immigrants.

“We must resist the temptation to see poor women, minority families or immigrants as either passive victims or easy scapegoats,” the United States Catholic Conference’s administrative board said.
