WASTING AWAY: By the end of this year, California’s cities are required to recycle 25% of their garbage. Some cities here are well ahead of schedule. San Juan Capistrano recycles nearly one of every three tons of its landfill-bound trash. . . . “They’re the ones to beat,” says Jim Sanki, a senior analyst for Huntington Beach, which collected 200,000 tons of trash in 1994. . . . About 10% of most trash the cities never see--officials say that’s how much scavengers make off with.

HAPPY PAIR: It’s always a coup when your company makes Fortune magazine’s annual list of 100 fastest-growing companies. How about its Top 10? Pairgain Technologies of Tustin--listed ninth--is moving even faster than Fortune figured. . . . The telecommunications system company, with an annual growth rate the past year of 234%--nearly $60 million in revenue--is listed by the magazine as headquartered in Cerritos. The company moved to Tustin in January. A spokesman says it was because the firm found lower overhead in Orange County.

JUST ADD FRILLS: A new code for schools caught up in the county’s bankruptcy: Basic maintenance, no frills. So more than 400 students and adults are expected to show up at Huntington Beach’s Marina High School Beach on Saturday, with flowers, plants, paintbrushes and garbage sacks--to make the place prettier. . . . Says Fran Dereszynski, president of its Parent, Teacher and Student Assn.: “We know there’s no money, and unless we do it, it will never change.”
