Here are highlights of the $16 billion in spending cuts approved Thursday by the Senate, and a comparison with a $17-billion measure the House passed March 16.

* Housing: Senate cuts $5 billion, House $7.2 billion. Senate eases House cuts in rental assistance, aid to housing projects, demolition of deteriorated public housing.

* Federal buildings: Senate cuts $2.1 billion in planned courthouses and other government facilities; House cuts $137 million.

* Home-heating aid to poor: Senate restores entire $1.3 billion program eliminated by House.

* Airport and air traffic improvements: Senate cuts $2 billion; House cuts nothing.

* Summer jobs for youths: Senate rescues $867 million for this summer but cuts $872 million for 1996 program; House cuts all money for both years.

* Education: Senate cuts $300 million, House $1.6 billion. Senate eases House cuts in education improvements, aid to districts with poor students, anti-drug efforts, student financial aid.

* Job training for youths: Senate cuts $472 million, House $310 million.

* Job training aid to states: Senate cuts $330 million, House nothing.

* Military construction: Senate cuts $231 million, mostly overseas, House nothing.

* National service: Senate cuts $105 million, House $416 million.

* Veterans health, buildings: Senate cuts $100 million, House nothing.

* Foreign aid: Senate cuts $100 million, House $192 million.

* Superfund hazardous waste cleanups: Senate cuts $100 million, House nothing.

* Energy research: Senate cuts $82 million, House $117 million.

* Supplemental security income for families: Senate cuts $67 million, House nothing.

* Public broadcasting: Senate cuts $56 million over two years from the Corporation for Public Broadcasting, House $141 million.

* Food for women, infants and children: Senate cuts nothing, House $25 million.

* Adoption, foster care aid to states: Senate restores all $150 million cut by House.
