Clinton Names New Aid Coordinator

President Clinton has named Richard Morningstar as the new coordinator of U.S. aid to the countries that emerged from the former Soviet Union, the White House said.

Morningstar is the third person to hold the aid coordinator’s position, but he will be the first to also hold the title of special adviser to the President and to the secretary of state, Administration officials said.

Morningstar formerly served as the senior vice president of the Overseas Private Investment Corporation, one of the agencies involved in investment programs in Russia and other former Soviet states.
