Bank Takes Over Los Angeles Skyscraper: Citibank said it has foreclosed on Two California Plaza, a 52-story high-rise in Downtown Los Angeles. The owners of the 1.27-million-square-foot building, Office Tower Partnership II, and its management company could not be reached for comment. But Los Angeles redevelopment officials said the 5-year-old building atop Bunker Hill suffered from low occupancy rates and large debt payments. Citibank had no comment about plans for the building. A sister skyscraper, One California Plaza, which is owned by a separate partnership, was not involved in the foreclosure.
