Clinton Signs Bill to Replenish Drained Pentagon Coffers
President Clinton on Monday signed a $3.1-billion measure replenishing Pentagon coffers drained by peacekeeping operations in Haiti, Somalia, Rwanda and elsewhere.
Clinton said that without the extra military funds, the Pentagon would have to dip into accounts reserved for training. The measure includes $2.71 billion in new Pentagon spending for troop training and equipment maintenance.
The Navy had warned it would have to tie up ships and the Air Force would have to ground planes within weeks if the money had not been forthcoming.
Included in the defense cuts were $300 million from environmental cleanup, $20 million from aid to Russia for eliminating nuclear weapons, $225 million from science and technology funding, $69 million from NATO and $300 million from the Technology Reinvestment Program.
