Visiting Turkish Prime Minister Tansu Ciller and President Clinton will have the Kurdish problem at the top of their list when they meet Wednesday at the White House. The Administration has been obviously uncomfortable with the recent Turkish army expedition into northern Iraq to attack bases of Kurdish militants.

In a speech in New York on Monday, the visiting Ciller announced the start of a withdrawal but refused to say when the expedition will be withdrawn.

Ciller will be the second female head of government to visit the White House in a little more than a week. The first, Pakistani Prime Minister Benazir Bhutto, won Clinton’s support for softening the law that bans American arms sales to Pakistan because of its nuclear weapons program.
