Orange County became a separate jurisdiction in 1889. The first person convicted of a felony in the new county was a woman who defied the railroad.

Modesta Avila lived just outside San Juan Capistrano. She had long charged that Santa Fe Railroad tracks trespassed on her property. Finally, in protest, she hung wet laundry across the tracks near her home.

Avila was arrested, convicted and sentenced to three years in San Quentin Prison. She died in San Quentin during the second year of her incarceration.

Today

The Tustin Police Department will help senior citizens prepare for the next earthquake with a safety seminar.

Officer Stacy Margolin will address the needs of seniors before, during and after earthquakes and other disasters. The seminar is being held in conjunction with Earthquake Preparedness Month.

The program begins at 10:30 a.m. at the Tustin Area Senior Center, 200 South C St.
