COSTA MESA : Release of ‘Swinger’ Parties Report Delayed

A report from Costa Mesa City Manager Allan L. Roeder on the fate of resident Bill Goodwin’s “swinger” parties, due out Monday, has been postponed until the end of the week.

In response to an anonymous complaint from one of Goodwin’s neighbors, Roeder is trying to determine if Goodwin’s hosting regularly scheduled partner-swapping parties amounts to running a business in a residential zone.

Officials also say they may also be able to fine Goodwin for building extra bedrooms onto his 3,000-square-foot house without proper permits.

Goodwin insists he does not charge admission to the parties, but accepts donations to pay for disc jockeys and security. City officials have said they cannot prevent the 71-year-old man from hosting the parties.

A spokeswoman for Roeder said Monday that officials have not yet completed collecting information from the city attorney’s office, the Police Department and the Department of Development Services.
