Harbor Scheme Does Not Compute
* The Ventura County supervisors have approved a rather dubious redevelopment plan for the Channel Islands Harbor. By implementing that pie-in-the-sky scheme, the board flouts the many problems that plague the county.
But perhaps the most important problem of all is money. The county is desperately in need of more funds as yearly shortages of $20 million to $30 million are being considered. Yet the harbor development would require the county to spend $9.9 million for its share.
The most curious aspect of the harbor redevelopment is this: Revenues generated by the harbor enterprises for the county are not used for general purposes, they are earmarked for airports and golf courses only.
Is the harbor redevelopment plan an exercise in stupidity for the county or what?
