Chevron Pipeline Talks at Standstill: Chairman Kenneth T. Derr called the impasse over building a pipeline from the Tengiz oil field in Kazakhstan to the Black Sea a “geopolitical calamity” but said last week that Chevron Corp. will not give up on the effort to come to terms with the company’s would-be partners, Russia and Kazakhstan. Derr said that until that happens, it would be futile for Chevron to step up production at Tengiz from the current 65,000 barrels a day because there is no way to transport the oil from the field. Chevron has said its goal is to produce 260,000 barrels a day there by 1998.
