U.S. District Judge David Russell on Tuesday appointed Houston lawyer Richard Burr to be the second defense attorney for bombing suspect Timothy J. McVeigh.

Burr, 46, joins primary defense attorney Stephen Jones. Burr has worked with several groups that help with death penalty defenses.

McVeigh was charged April 21 in the federal building bombing, which killed at least 167. He faces the death penalty if convicted.
