State Constitution

* Your editorial of April 25, “Monumental Show Hits the Road,” was welcomed by those of us who are trying to publicize the importance of this issue. The California Constitution directly imposes regulations on us long after they are appropriate, and it requires a vote of the people to modify or remove them.

For example, Article XV limits the interest rate to 7% per annum. Then it continues to list various exemptions that were approved in 1909, 1917 and 1927. We have seen a shift from a goods-based economy to a service-based economy. Today 57% of total personal consumption in California is in the form of services. California ranks 43rd among all states in the taxation of services. We tax 19 of the 164 services taxed by other states. Do we wish to change this?

There will be a hearing on the revision of the California Constitution sponsored by the League of Women Voters of Los Angeles today at the Los Angeles Public Library, 630 W. Fifth St., from 5:30 p.m. to 7:45 p.m. The public is welcome.
