White House to Appeal Ethanol Ruling: The Clinton Administration will appeal the court ruling that overturned its regulations requiring the use of a corn-based additive in gasoline sold in certain big cities, the head of the Environmental Protection Agency said. The court ruled that the EPA had exceeded its authority in setting a minimum market share for ethanol in the program for cleaner reformulated gasoline. In response to requests from farm state lawmakers, EPA Administrator Carol Browners said the Administration will appeal the April 28 decision by the U.S. Court of Appeals.
