From Times Staff and Wire Reports

Gov. Jim Guy Tucker pleaded not guilty in Little Rock, Ark., to charges of financial chicanery and accused the Whitewater prosecutor of pursuing him in hopes of getting named to the U.S. Supreme Court. Tucker, a Democrat, was indicted by the Whitewater grand jury on charges of lying to obtain a $300,000 federally backed loan and trying to dodge taxes on the sale of a cable TV business. His trial was set for Aug. 30. After appearing before a federal magistrate, the governor said Whitewater independent counsel Kenneth W. Starr, a Republican, wanted to embarrass President Clinton. Starr refused to respond. Tucker could get up to 12 years in prison and $750,000 in fines if convicted.
