Comparator Systems Gets New President, Chief Operating Officer

* Richard E. Floegel has been named president and chief operating officer of Comparator Systems Corp., a Newport Beach government and industry security systems company. He was formerly co-founder and vice president of operations for Adaptive Information Systems, a Hitachi Group company.

* Frank G. Shellock has been appointed director of research and technology advancement for American Health Services Corp., a Newport Beach developer and operator of diagnostic treatment centers. He is an associate professor of radiological sciences at UCLA School of Medicine.

* Dave Clibon has been named garden buyer for HomeBase, an Irvine chain of home improvement warehouses. Prior to joining the company, he was director of operations for Dexol Industries in Torrance, and before that was lawn and garden buyer for Home Depot.

* Leeba R. Lessin has been appointed to the newly created position of vice president, provider delivery systems for PacifiCare Health Systems Inc. in Cypress. Before joining PacifiCare, Lessin was president of Monarch Health Systems and Affiliates, a Santa Barbara-based company. She was also an associate executive director for the Medical Society of Santa Barbara County, and before that was a director of the Long Term Care Institute at the University of Washington.

* Robert C. DeBerard has been named project manager for Snyder Langston, an Irvine real estate and construction services firm. He currently manages two Snyder Langston projects for Airtouch Cellular in Marina del Rey and Irvine. Before joining the company, he was a project manager and project engineer for Cal Pac Construction of Culver City.

* Wan F. Chang has been appointed vice president, business development for Select University Technologies Inc., a Newport Beach company specializing in the commercialization of new university and laboratory technologies. She was previously with CalComp, Ingram Micro, Stuart James Investment Bankers and Dun & Bradstreet.

* James W. Truher has been elected chairman of American Telephone + Data Inc., a Costa Mesa provider of telecommunications services and facilities management. He succeeds Lindsay B. Semple, who was named vice chairman, with special responsibility for investment banking and brokerage activities. Truher is the founder, chairman and chief executive of the company’s SelecTel Corp. unit. Before that, he was chairman and president of Polaris Management Group.

* Gary Plooster has joined Western Financial Savings Bank in Irvine as senior vice president of the mortgage banking division. He will oversee home loan originations throughout the branch network. Plooster was managing director of Union Federal Bank in Brea, and before that was executive vice president of Shearson Lehman Mortgage, responsible for its nationwide wholesale business.

* Cheryl Mundt has been named senior account executive for Maples & Associates, an Irvine public relations firm. She joined the firm last year as an account executive.

* Peter T. Fagan has been named a partner in the Irvine office of the Bryan Cave law firm. He was vice president-associate general counsel of McDonnell Douglas Aerospace-West. Fagan’s practice is in the area of government contracts, construction law and general civil litigation.

* Dennis J. Gilmore, vice president and managing director of First American Title Insurance Co. and its Lenders Advantage division, has added the title of senior vice president of the tax division. Also, David Hamilton has been named to the newly created position of California state manager and vice president of the tax division. He was vice president, area manager for Northern California.
